This came in from Bake McKenzie and covers a lot of the issuse raised in relation to the Garaut report.  

On the4 July 2008, the Garnaut Review released its Draft
Report. 

In addition to considering the
potential impacts that climate change may have on Australia's environment
and economy, the Draft Report recommends a number of key design features for an
Australian Emissions Trading Scheme (AETS).

In the lead up to the release next
week of the Government's Green Paper on the design of an AETS, we are pleased to
provide you with an overview and analysis of Professor Garnaut's
recommendations.
